You can own and breed sugar gliders in most areas without a license, but when you want to sell them you do need to obtain one.
Also, you can have up to 3 females without needing to obtain a license, but if you exceed that, even if you aren’t selling, you’re legally required to have a license.
Some of the USDA regulations make absolutely no sense – I heard that if you have more than 3 females of ANY species of animals, you could get fined if you don’t have a license. So, if I had to spayed female cats and a female sugar glider, I could be fined. Rediculous, eh?
Anyways, the licenses are in place to regulate sales on a larger scale. They try to ensure that the animals are kept in proper locations and in adequate environments, as well as being kept clean and well fed. The problem with exotics is that most USDA reps don’t know much about them or what their environment, diet and stuff should be, so they lump them into a general category and slap wierd regulations on them that shouldn’t apply. I heard that in Washington, with a hedgehog breeder (small scale) she got in trouble because they were in the same house as the family. She was told they needed to have their own off site space – in my eyes this makes it 10X more difficult to ensure they are all well and to keep them socialized and used to human contact.
*sigh* oh well, that’s my rant, hope it helped answer your questions!
